The new signs also have larger print letters and they are designed to be more reflective so that they are easier to read at night. Cleveland's policy of replacing older signs with ones that are easier to read predates the federal legislation which calls for signs that are easier to read, largely in response to the growth in the numbers of older drivers who may experience difficulties reading smaller, all caps signs. However, with more than 500,000 street name and road signs in Cleveland, replacing all of the signs in the city is an ongoing process that will take some time.

Cleveland has also been using traffic enforcement cameras in an attempt to discourage bad driving practices and to punish offenders. The cameras have been in place since 2005, and they can be used to enforce 100 dollar fines for civil infractions such as speeding. However, the system has recently come under question due to a lawsuit brought against the city because the camera had been used to fine drivers who were in leased vehicles. Until 2009, when it was amended, the law only covered fines against drivers who owned the vehicles they are using. The city now faces the possibility that it will have to refund fines paid by drivers in leased vehicles before this date.
